That same flag was used by Ramasawmy Periyar (legend who fought to abolish caste system in India) and dravidian tamils in India today. The flag is almost identical. The flag is used by the black skinned Indians who were always treated as lower caste in India. The flag was supposed to be a sign of their call for freedom.
