I have been stopped by police several times for "safety reasons" and once they realize that I live in my neighborhood, I don't get a ticket. I would not mind if this happened occasionally but it occurs,often. Their safety reasons are tail light was out (working when I got home and looked at it), failure to signal lane change ( no other cars around except him hiding in a driveway. I used my signal but it wasn't on long enough)

In Holland for example, people are only staring at their speed indicator as 2 miles above speed-limit leads to a ticket.
I'd say it would be SAFER when people paid attention on the road "speeding" with an extra 2 miles per hour.
In Mexico they stop you just for a bribe, the richer you look, the higher the bribe.
I've never driven in the States, so I cannot judge the situation objectively.

If the police are concerned about spped because of stopping distance and reaction time, why do they drive so fast? You can be driving at the speed limit, and a police officer just cruising along will pass you. He's not on a call, he is just driving five to ten mph over the limit.

i had a cop pull out of a gas station and do 75 to catch me (saw him pull out, remembered where i was, where he caught up at, tested it the next day)...tailgated me in the dark blinded me with his headlights til i sped up to get away (on a motorcycle and was concerned i was about to be ran off the road) blue lights came on an he started being a prick even tho i pointed out that he was being dangerous himself... thing was, i was doing the speed limit, he just saw a bike and went "target acquired"
