Michael Manley reminds me of Hugo Chavez. Like Chavez Manley embraced a Castro brand of socialism,used alot of pro equality and anti imperialism talk but at the end of the day both leaders emphases on socialist policies were stagnating to their economies. Government assistance can help fight poverty in certain situations. An open market operating under a solid rule of law would work even better. Even if you do want to redistribute, you're going to need to create wealth in the first place to do it
