You must learn to distinguish between what is ascribed to someone and what one writes himself. In this case the Hymn is ascribed to Mar Marutha, since, if he was the writer, he would not use the term 'Chaldean'. 'Chaldean' is a term that was introduced in the 13th century to members of the Church of the East.
The Hymn was written many years after the event.
