I think the closest he got to main eventing in the WWF was at the 1988 Survivor Series; he was on Savage & Hogan's team with Hillbilly Jim and Hercules. They battled the Megabucks team of The Twin Towers (Akeem/ Boss Man), Ted DiBIase, Haku and The Red Rooster. Wow...Hillbilly, Rooster and Koko in a main event; Vince must've been in a good mood that night :p

He deserves to be in the HOF because he was a superb wrestler with a memorable character who never once refused to put new talent over at the big events. Guys like Koko are essential to wrestling because they build future stars and make them look great in the process. Also, Koko had more in-ring ability and charisma than 99% of the present WWE roster.
