Because as far back as art goes, so does animation (be they considered animations or not, it's still a series of drawings showing a sequence of actions). Japan didn't "invent" animation, nor did animation originate there. Like all different forms of art and entertainment, each country and culture has it's own unique style.

@WinryElric6390 Actually, cartooning is completely separate from animation. You do not have to know how to draw to be an animator. Animation has its own sets of rules and principles which can be applied to anything wether it be stop motion puppets or CG models. Although it is best to know how to draw, to say that Animation IS cartooning is like saying animation IS making puppets or animation IS modeling.
