Some of the X-Rays work under certain conditions (for example I think one must be used while you're in the air, don't quote me) but for the most part they're used same as any other attack.

This may have already been said, but for future reference, Johnny Cage's X-Ray move only works when he's being attacked. You noticed how when you use it he kinda taunts? If you opponent attacks in that window of animation, then the X-Ray works.
