No it isn't. The man who wrote the soundtrack to Peewee's Big adventure and beetlejuice (Not to mention Edward scissorhands, Nightmare before christmas) was Danny Elfman. The score to the Bean movie, and the television series was written by Howard Goodall - A fantastic composer of many BBC comedy themes such as blackadder and red dwarf - I can see why you may think it was elfman - but Goodall is a close friend of rowan atkinson and curtis, and indeed scored this film.
