Obama isn't a dictator of an autocratic regime - he's President of a country run by a large and complicated system of government, and just because he personally believes in the pressure Wikileaks puts on the system doesn't mean the rest of the government is going to immediately yield allow him to move on that.

I think its a big deal that he made a public statement in that direction, and I think that's far more of a concession than you'll get from many of the alternatives.
