While playing any 3d Game, Such as Counter Strike ! The game goes and loads very very extremely fast ! or it goes veryy slow ( it doesnt lagg but its like slow motion) for like 3 seconds then it returns in normal for like 1 second and keeps repeating

yeah, you can get bots, up to 16. altho theres a way where you cna tweak the files to get more bots. theres not many maps available for single player, and obv this is a more online focused game.

Well my cpu is 4gt ram 800mzh, nvidia 8800gtx and 3.2 ghz intel dual core can't remember all codes. And frames about 40 per second but 27 will do fine and by hte way I use fraps and there you can deside the amount of frames.
