It said "奥儀", meaning tech.

Correct. I don't think this is a Hi Ougi, just a new Ougi they gave him in the PS2 version.

Tenshou Souhazan, Indignate Judgment, Holy Judgment, Summon:, Sacred Shine, Zelos' Angel Techs and Kratos', are true hi-ougis.

On top of that, hi-ougis are only performed once in battle as a last resort when their HP is low.

Ougis can be performed multiple times in battle.

Yggdrasil Laser isn't really a hi-ougi. He uses it fairly often in the PS2 version.

So much so, that he used it 3 times in a row on me. But as far as videos that have that attack in it, dunno lol.
