Yes, but this video is for a beginner... and I can tell you from a beginner's point of view that at first we want to manage to still be on our feet after the turn (thus the open arms)

spin on a hockey skate? two foot spins yes, but hardly one foot spins. first tip, use a figure skate to turn!
