Parents seem to be more strict where you live. People can do pretty much whatever they want here as long as they don't do bad stuff to other people. I mean, I got a 16 year old friend who buys cigarettes from time to time. There is an age restriction of 18 here, but they don't check his ID or anything. Also, they know that even if he doesn't buy them himself, someone else will buy for him without nobody ever knowing.
