What moved me most about this video was how passionate those protesting were. I was also impressed that the news channels covered this. I've often thought that indifference was the prevailing attitude to stray dogs in Taiwan. This I think is the start of things changing. It's not going to happen overnight, but I think things are moving in the right direction.
b) put people who are genuinely concerned in charge
c) score points politically
d) get the stray dogs off the street
This event presents a window of opportunity for gov't and private sector to work together to remedy a problem which has dogged Taiwan society for decades. Set up a work group headed up by dog lovers.

4. Generally local gov't in Taiwan is very responsive - when they are put on the spot.
5. The task of handling stray dogs, as many tasks, is assigned not to the most caring, nor the most capable but rather to the lowest bidder, or to the one with the best 'kuan-hsi' .
6. Smart gov't would drop the problem of stray dogs right in the lap of the KCSAA and BARK. This would have multi-tiered solutions:
a) send a message to people that if you are gonna bark about an

2. this issue appears to have been stalled until someone on the inside could get a warning to the fella so he could clear out. Now, where have the dogs gone?
3. Taitung city/county had/has a 'model program' for handling stray dogs, collecting, healing, feeding, cleaning and reintroducing them into the population.
