Aha: this person actually ripped off Apple's interface to make their own calculator app and charge money for it. People on reddit are also talking about this terrible calculator.
So it's an actual app on the App Store, but it's just a lousy one. I imagine Apple will be removing it soon, and I would ask them for a refund. Apple does issue refunds when asked but they don't publicize it. Google "app store refund" to find out how, then buy a calculator app with good reviews.
That explains it. Well at least you now know it's just that programmer's error and not a problem with the iPad itself. Check out one of the better calculator apps, like pCalc.
I just find out that the calculator app is not official apple app, but no idea how it landed on the ipad and it looks the exactly the same to the official iphone app.

But the iPad doesn't come with Apple's Calculator app, only the iPhone does.
Did you jailbreak your iPad? I have three other calculator apps from Apple's App Store and they all factor 12! correctly.
