The grim reaper guy is called Dhuum. He was a boss added to the Underworld section of Guild Wars during the Halloween 2009 in game vent. He is still there. They also use him to come in and "kill" a player who has been found to violate the rules and their account is temporarily or permanently suspended. I caught the tail end of Dhuum in the Luoxn Jade quarry outpost about a week ago getting rid of a player causing trouble lol.

in fact, for most offenses now they wait for you to be logged in to ban you. That way, they make an example out of you so that everyone sees what happens to players who break the user agreement
