Honestly, I think Cheney and Bush wanted it to turn into a Quagmire. In a state of war you can get away with a lot more than in peace, so if you keep the state of war going, you can hold onto that extra power until you get out of office.

It was obvious that it would be a quagmire. They (republicans) didnt do it back then because they hadnt privatized the military yet. Privatize the military, position ones self to profit from all the new possibilities if America should "happen" to go to war, and then create or invest in new "opportunities" like all these mercenary/security companies that appeared out of nowhere.
