If they want more tourism revenue, all they have to do is to strictly enforce litter control and food safety. They got to punish hard to those who violate the laws like in the USA. If you are caught littering, you are slapped with $250-$1,000 in fines! If a restaurant fails inspection, it gets hefty fines or shut down.
