I thought stopping rape begins with teaching each the fundamental ideas of respect for one another and going from there. If you don't want violence as a solution, don't call the cops. The cops use the implied threat of violence to enforce the law and will surely capture/kill your assailant. But I guess you don't want that...

Police officers have the authority and receive training beforehand. Your average scared person has neither of these things. I don't agree with vigilante justice when it's not necessary. You can use force in self-defense, but not a disproportionate amount. Regis Giles appears to advocate otherwise.

Taking the safety off is actually pretty simple, but many police departments carry weapons without safeties (Glocks, M&Ps, etc) - I guess they shouldn't have guns either?
You are taught hand-to-hand combatives along with firearms training in many courses. Hand-to-hand can buy you time to get to your own firearm or an improvised weapon. There are moves taught where you can counter someone's grab/sneak attack - these are routinely taught to cops in weapon retention classes.

Stopping rape begins with discouraging violence, not touting it as a solution. And rape by someone known to the victim is the most common form.
