i dont think its fair to say the country as a whole is responsible. the people on top are responsible.
if i said that the people of afghanistan are responsible for 9-11, i'd be wrong... a GROUP was responsible. not the whole.
the big people on the top like to egg each other on, and the little people on the bottom in society get squished and blamed for everything.
but i understand what you are saying. i just think its the people who are above who put everyone else there.
