It wasn't so effortless when Americans decided to drop the bombs. Americans warned Japanese many times about dropping the bomb. It was Japanese decision to not surrender. Like I said, Truman intentionally not select Tokyo and Kyoto as the target. It was because Truman was a human being. He was considerate and kind person.
