People are still praying unofficially to Talos. The Empire never cared about enforcing the Treaty. Until Ulfric The Idiot, would be High King started killing little children of the Reach (Read Bear of Markarth) and blew off the cover. Even Elisif and Legate Rikka (and Tullius I think) admit to worship Talos, and that the treaty is just a trick to regroup.
