That would be the case in Germany for instance, where it sometimes gets confusing because there is no ruling party. Other countries work perfectly with dozens of parties in one parliament.. as far as I can tell multiple parties are theoretically very well possible. Maybe there is something hindering that idea in the election process though.. hmm..
