Because if you notice when you beat shin AKuma, it says " you must go on.. WE will not allow you to rest" which implies the two powers have combined together and they need a strong vessel to use it.

Gouki and Rugal fight then you fight one of two possible winners: Either Gouki with Rugal's power (strange symbol on his back) or Rugal with Gouki's power (tanned with 2 red eyes). Of course, as you saw, even if you fight the uber Rugal, Gouki STILL comes out in the end. Now THAT'S pwnage: Even if you beat me and absorb me, I'll juat take over YOUR body. That's why Gouki RULES. SHOUSH!!!
