so doesn't this remove the front part of the enclosure so the damper won't function properly, making it impossible to balance zones that cover multiple rooms?

Not correct. The front panel is removed, however the damper stays in place and still functions properly. Access to the damper (most people rarely touch it, fewer even know what the damper does) is accomplished by lifting the panel and endcap up. The entire assembly comes off as easily as it goes on.
