I can't find my original post, but i suspect I mentioned that there were "atrocities on all sides in about equal proportion" before NATO intervention. Which is accurate. It was after the NATO bombing campaign that Milosevic slaughtered everyone, and it was a predictable consequence of the NATO intervention. In fact Welsey Clark is on record warning of this consequence. But punishing Milosevic was more important that worrying about initiating a genocide.
