They're right about the gangs. They're a replacement for the family the kids don't have.
Here in NYC, you have whole schools full of kids from broken, dysfunctional families. Only they're not homeless, because they live in public housing.
Some kids live in apartments with horrible families, some perfectly solid families live out of vans.
I won't decide which is best.
