Most have private security allready. South central would cost more to patrol due to it's size and higher crime {MUCH higher}. You need more cops So south central would be paying more than Bev Hills! The reason "public services' cost so much and not cost efficent, is because in many cities and towns, the "public servants" make much more in salary & benefits than do the taxpayers, thanks to their union contracts. The drug laws are enforces dispropotionately against black people, and more towards males, and so as a result a lot of families in these corrupt areas are left without father figures, with mothers working their butts off just to support their kids. The disappearance of community programs to help youth with that has led in the past few decades to a problem where black youths are robbed of their childhoods, and often inducted into gangs to fill the family void that racist polices have created.
