The last I saw it on Bloomberg the number was 12.4 Trillon, not 13 Trillion. But this number isn't just straight up giveaways, it includes a combination of loans, guarantees, lines of credit and giveways to the financial community.
As for Bush/Obama, Obama talks a lot differently than Bush but his actual policy changes are very minimal so far. I think peope have been hoping for a large change away from Bush policy and so far that isn't really happening.
