The problem must be more systemic than what Col Prouty believed and wrote about, but people should read the words Prof. Scott wrote about this in the article I gave the title for in my post just before this one. Other than for this, Prof. Scott seems to agree a lot with Col Fletcher and I found a transcript for an interview Mike Ruppert had given. He mentioned little that's related, but clearly believes Col Prouty about much.

Fletcher Prouty, ret., wrote about, to make sure I was not just getting some wild conspiracy theory stuff. I did a little searching and found an article by Prof. Peter Dale Scott entitled, "9/11, Deep State Violence and the Hope of Internet Politics", a copy of June 11, 2008. He disagrees a little, saying the problem is more systemic than Col. Prouty described.
