He's incapable of winning. You have to understand that the climbs in the Ardennes are much different than the categorized climbs in a GT. Cancellara can get over Flanders and win, but he won't outclimb Andy Schleck on the Tourmalet. Devolder is just not that type of rider to win a GT.
