Leon doesn't need bullets, all he needs is an Insect Removal Spray. All he has to do is spray the zombies with it, the insects inside them die, and all that's left is normal human beings...pissed off normal human beings but non the less...humans...

They are not called "Del Lago" (Del Lago means Lake lol) They're called Plagas or Las Plagas, and yes they are controlled by this insect thing. And you are already fighting these insect with human bodies, plus they have different forms on every place in RE4.
