but: why do they need police escort? Isn't there something like "technical support team", like the german THW, Technisches Hilfswerk? The THW is used in all kinds of catastrophes like floods, avalanches, storms, earthquakes or so

probably because nobody around here would stop or pull over for them. Even though their home is in danger, they still can't be 10 seconds late to the hardware store to buy pumps.

yes I can understand that.

That's why the german THW has as well flashing lights and a siren, so they can go to areas which are in danger as fast as fire-fighters

They needed a police escort because time was of the essence and the area they are driving through is one of the more congested areas of town (considering all bridges were closed except Main Ave. and I-94 - which is what they are going under after 13th Ave....)

I remember this day... Worked in both Fargo and Bismarck got escorts in both areas... Scarriest thing to see is a police escort of civilian vehicles.
