Nah, he wasn't on tour with her. He was just with her for the last four concerts of her tour, and popped in to introduce her (when she switched from Hannah to Miley during the concert) and to dance with her for 'Best of Both Words' :3

Oh no, there's no clip of them kissing.

At least, not released to the public. Miley and Oliver just kissed in an unaired episode, and unfortunately it hasn't been leaked or anything. Sorry.

How did you get Windows Movie Maker on to Youtube?

You just go to "File", and then go to "Save Movie File". Then it'll turn the video you made into a video file with the extension '.wmv'. You then upload it to this site. Hope that helped.

It should have that option. But try clicking on the 'Tasks' button in the toolbar (there is a pic of a blue square with white lines next to the word), and in the side window, you should have some clickable options.

Go down to number 3 which says '3. Finish Movie' and IF you can't see any links under there, and there is a button with the arrow facing downwards, click it. Some links should show up. Then, click 'Save to my computer'.
