Will the railroads ever build an overpass to eliminate the at grade crossover?

Well I met some officals there in 97 so it has been going on for at least 3 years. I'm sure if the state and/or city pay for it the RRs will not mind but I think when it come to spending there own money to eliminate the crossing they are unwillinging to do so
