The countries most in trouble have the least to sell to the world. They need to start manufacturing goods for export. But they need the government out of the way because it's a massive overhead on the economy. Not all jobs are beneficial to the economy. The jobs that are needed are the productive ones, the ones that produce goods and services especially the ones that export. Those are the ones these countries need the most. The French were more advanced then the Germans with their ramjet design in 1936. The US didn't even look into jet design until they learned the Germans built a flying plane.
