This is considered stalling because they had no need to plank to that degree. If they had a possible reason such as a % lead against a falco who then began to spam lasers then it would just be considered planking. Excessive Planking = Stalling.

There is a 50-ledge-grab limit for all stages. If a player has more than 50 ledge grabs in the results screen of a match, they will be forced to forfeit that match. If both players have over 50 ledge grabs, then this rule is ignored.
