I actually like the animation as well, it feel's very approperiate for the music. It's very gritty and stylish simultaneously and the Manderine subtitle's improve it for me.
But for everything else this style of animation is used for, it's horrible.

I think the reason why they included the hilarious "Party Time" in the edit was because of the animals' party they were going to start while going to America before the disaster happened.

I'm gonna go ahead and assume that dog somehow came across a time machine, and decided that was his chance to be regarded as the great grandfather of rap. So what to do? Travel backwards in time before rap was invented and then perform a song, and his influence would be undeniable, right?
Having the dog talk before the rap makes the whole thing slightly less inexplicable, but this really isn't much of an improvement. I mean, the dog still comes out of nowhere with BASKETBALL CLOTHES and a fucking BOOMBOX.
It would've been better if the film was set in the present and on another ship. But who knows what these cartoon makers were thinking when this was put together.

I saw this version of the rap and the scene I mentioned at a bad Anime panel at a con a few years ago, been trying to track down that version of the movie.
The drummer mouse is actually kinda cool to watch.
