level one vegeta doesn't have enough health in my opinion, i mean in the instances in the cartoon where vegeta was just regular he always had the most stamina and able to take massive beatings and keep going, so i don't get why they made him at level 1 so week. He's a 1 hit kill if it's a 100% beam or if its gotenks.

You have to have 50% Ki or higher to complete a Certain Kill (or special attack as you would call it). Your character's vantage point also effects the special it will use, some of these specials require 100% ki to work such as lvl 2 Vegeta's Final Flash or aerial explosion
