She wrote this song about a man she was with for a long time, she also wrote Good Day, Boston, and the Jeep Song about him. After they broke up, he moved to New York, and shortly after was 9/11 and she was worried.
And in the lyrics there are loads of references to 9/11.

After the break up, while she was still heart broken by him, he moved to New York, and the two lost contact; well more like HE cut her out of his like/wanted nothing to do with her. Anyway, Sept 11th rolls around and she realized that he was in new york. So in a way, 9/11 sparked the formation of this song, hence why she felt it necessary to play this on that day.

"you can take all of the carry-on baggage" Carry on baggage, you know what that means. Although, I do see hint of a past romance in this song- its mostly 9/11.
