My parrotlet does that. He's lived with us for only a few days so I haven't decoded it yet, but he frequently does this when he's in his cage and I either mess with his food dish or look at him for too long. In your case I think he's being protective of you.

Haha it's like he's having a sugar rush or something. why was he doing that? He kinda looks up at you as if he's expecting something lol.
