Dumbshit, Chizuru made Kusanagi from a model of how she knew his style from the KOF '97 tournament, which was the last KOF that she participated in and therefore personally saw Kyo fighting in. Kyo never at any time had any of Iori's moves.

yes i know now that uve explained but i meant that later in the series kyo had different button combos for moves that he and iori both had

After KOF '99, Kyo's style changed drastically. KOF '98 on down he had a few vague similarities in terms of some Special Moves (HCB+K) and some basic combos (low mash into 3 hitter). But after '98, Kyo couldn't be more diffrent. And Kyo never, EVER had Iori's Maiden Masher Super.
