You can find his pelvis and books about him in the Shivering Isles so you're talking to the original Sheogorath.

At the the end of shivering isles, the PC Learns that sheogorath is jygaligg and by defeating him during graymarch, he is banished from his curse and remains his true form (jyggalig) for eternity, leaving the PC as tge new princh of madness.

When you re-meet him in skyrim, its from 1 of 2 probable reasons

1-the time the PC has spent in the shivering isles would later morph the PCs soul and appearence into a similar form to sheogorath

sheogorath is invincible. he is also the highest leveled npc in the game. He has mulitple spells that can kill you in one cast, though he only uses one of them. :l
