You're not suppose to shake your hands after you're done washing your hands... droplets can hit the sink, and then come back on our hands, in which we have then recontaminated. You should also wash your wrists, especially if you wear a watch. Also, you're only suppose to use one paper towel at a time. Start from the tips of your fingers and go down and then throw it away, then repeat with a new paper towel each time. Your supposed to turn off the faucet with a clean paper towel.
