I agree with the last comment. This isn't really dealing with the problem of the enormous levels of pollution in the new river. It's about literally covering it up. The new river is a disgrace and it is literally killing the salton sea with heavy metals and increasing salinity. It won't be long before 56 million fish in the salton sea are wiped out. The tipping point of salinity (already greater than the ocean) is approaching. In europe this would be illegal and fines given to departments.

Enclosing the New River would help deter direct dumping, but the larger entities "On Both Sides" are the ones that need to change their dumping habits. It's true - no one wants to take responsibility for the New River, or the Alamo as far as that goes, but sooner or later something is going to have to happen. I've seen the evaporative pools - they are in place. The worry now is the Salton Sea. The south-end is bad. when you step on fish bones piled up so deep you can't see the sand - it's bad.

clean-flo. com see river restoration on you tube video. Search for clean-flo or restoration. They did a 42 mile river in France.

Why don't you trace the contaminants to the source and remove them? You could install aeration spinners that work using the energy of the river flow. Water this contaminated has a very high biological oxygen demand or bod as it is called. If you aerate this water it will clean itself naturally, useless of course it contains PCE/TCE or some other more non-degradable items like PCBs.

Links to sign petition? USA Companies have been dumping toxic waste into the New River for ages. 60-80% of the pollution came and is coming from USA industries. That needs to be made more clear, and not to just pin this pollution on Mexico. Also, USA Companies that dump there need to be heavily fined.

Eh, the risk is that if there is a blockage in the river, how would you fix it? Sink holes? Flooding? Risky stuff that is...
