Prior to that, capitalists from Railroad barons onwards to Industrialists had DEMANDED GOVERNMENT INTERVENTION to PROTECT PROFITS over 100 years ago in the late 1800s. Capitalists opposed competitive economy. Hoover said that "dog eat dog" capitalism was abandoned long before he was elected.
