I used to work building landfills and all the garbage decomposing would cause big bubbles of methane gas to build up under the cap of plastics covering the landfill. Usually it would be lead to the burner through pipes but sometimes it would bubble up and be very flamable and dangerous.

Go and study some physics please! With numbers like "2%" and "98%" you are not able to conclude anything! And is it volume-% or mass-%? Did you check? Atmospherical physics and chemistry is way more complicated than that! Water vapor and methane have completely different effects in different parts of the atmosphere on different wavelength of electromagnetic waves... and there is much more to it, but there's no space here. You can't just argue with two stupid numbers here.
Personally, I wouldn't mind if humans don't do anything about global warming. If that happens, then so many people will be killed by huge environmental changes that we will stop having such radical effects on the environment as a species. Once humans wipe themselves out, the planet can start to heal. I'll gladly give my life to help the process along.

Is burning Methane better than letting the gas escape in terms of a greenhouse effect? YES it would have CO2 gas likely from burning but I really do not know. Anybody know?
Methane is a greenhouse gas roughly 20 times as potent as CO2. So burning it, in theory, would reduce its global warming impact.
But it's impractical to do it. In Siberia alone we're talking about 9 million kilometers in which to find every deposit and control it before it is liberated. There isn't enough industrial capacity or energy in the world to accomplish something on that scale.
Which means there's no point mentioning the ecosystem damage a project like that would do.
The worst isn't mentioned in this video. There are also methane clathrate deposits buried shallowly on the continental shelves, barely held in place by pressure and low temperature. Global warming also means warmer ocean currents. A current warmer by a few degrees in the right place could start releasing those deposits.
Ocean methane deposits are much vaster than anything on land. If those start to let loose, it's going to get bad. Very bad.
