Bulgars occupied most Albanian lands including Kosovo in 850.
That is when they started changing toponyms from Albanian to Slavic.

Kosovo was absorbed into the Bulgarian Empire in the 850s, where Slavic culture was cemented in the region. It was re-taken by the Byzantines after 1018, and became part of the newly established Theme of Bulgaria.
This was the case with all of Albania and northern Greece.

Kosovan toponyms are Slavic not Serbian because of the same reason they are Slavic in southern Albania and Greece.

Toponyms were changed by Bulgarians not Serbs.
