@TheBetterGamer basicly go to C:\Program Files\Steam\steamapps\USERNAME­­\portal\portal\maps

and copy and paste the maps you want to play on portal to that folder then go to consele and type in (with out speech marks) "map "NAMEOFMAP" and you should load up the new map.

Actually, if you type "sv_cheats 1" then "impulse 101" you can switch weapons and it gives you all the weapons, including the portal gun. :)

I don't think this map was meant for portal. This looks like a valve map (like from HL2) that was just imported in portal and he used console commands to give himself a portal and to be able to put portal commands on any surface. I believe this is not a custom portal map.

You can switch weapons by either rolling the mouse wheel or using either the E or Q button, I forget which. If that does not work, go to options, type impulse 101 into the developer console. This will change the HUD, give you every weapon, and it SHOULD allow you to change weapons. If it dosnt simply turn on Fast Weapon Switching in the same box you tunred the Developer Console on at.
