Suppose those shells had a secondary impact fuze like nitroglycerine, the aqua-ram goes off, scatters the shells and they explode when they hit the ground, causing more damage than if the shells were simply detonated. The only safe way to neutralize an IED is to set it off at a safe location under controlled conditions.

Not going to happen. The way artillery shells are fused means that it is virtually impossible to have this happen. Also note in the vid that the fuses have been removed to allow c4 to be used as the booster charge.

Yes, it can act as the booster charge but as soon as the detonator and wiring is removed from it by the water blast it is quite safe.
